Biodiversity Net Gain - considering a targeted exemption for residential brownfield development

Overview

We want to know what you think about a possible exemption from Biodiversity Net Gain (BNG) for some brownfield residential development. 

Through this consultation, we are seeking views on whether an exemption is needed to better support residential development on some brownfield land, in line with the government’s brownfield‑first approach and wider proposals to accelerate housing delivery on well‑connected urban sites.

The consultation is seeking views on the definition of brownfield residential development, potential thresholds for an exemption, and identifying measures to ensure any exemption remains environmentally robust. We also welcome comments on ecological, administrative, and viability impacts, including any evidence or case studies.
