Call for Issues and Supporting Evidence

The Marine Planning team would like you to provide your perspective on what you see as the opportunities, challenges and needs for the east marine plan areas over the next 20 years.

What are Issues? 

An issue is an opportunity or challenge to the marine plan areas which is likely to drive or be affected by change, and that can be addressed, at least in part, by marine planning. 

What is Evidence? 

In terms of marine planning, evidence is any type of information that can be used to inform the development, implementation, and monitoring of marine plans. Evidence is a broad term and includes scientific research, government legislation, plans & strategies, other national policy, spatial information, and expert stakeholder views and opinions. 

Why does it matter?  

A key example of why your views matter is highlighted within the South Marine Plans. During plan development, stakeholders identified a key issue along with corresponding evidence to identify the need for a specific marine plan policy.

Issue: A significant number of herring spawning grounds faced adverse effects due to other activities in the marine area. 

Evidence: Predominantly sourced from a report on ‘herring spawning potential’ by the East Channel Association (linked here), the MMO further supplemented evidence from the initial data held with a specific evidence project (linked here).  

Outcome: The evidence identified highlighted the need for policy intervention to address this issue, culminating in the development of the S-FISH-4-HER policy.

Definitions

Issue: An issue is an opportunity or challenge to the marine plan areas which is likely to drive or be affected by change, and that can be addressed, at least in part, by marine planning.

Evidence: Evidence includes social, economic or environmental data, academic research, government policy and expert opinion.

Cause: A cause precedes an effect. The logic model is cause-issue-effect.  A cause is the catalyst, motive, or action which impacts on the issue and creates an effect. 

Effect: An effect is the result of the cause (or causes) interacting with the issue and generating a change/impact. 

Opportunity: An opportunity is a favourable circumstance, or chance to advance or progress marine planning. 

Challenge: A challenge is a roadblock, difficulty or obstacle that requires effort to overcome.
